A resident's guide to parking in The Woodlands Town Center — where parking is free, where you'll get towed, and how concert nights change the rules.
Town Center parking is genuinely better than its reputation. There are free garages and free surface lots across the district, and residents who know where they are rarely pay to park.
The complications come in two forms: concert nights, which change the rules entirely, and tow-away zones, which catch out newcomers with expensive results. Both are avoidable if you know the landscape.

This is where the rules get specific, and getting them wrong costs money.
Free parking is available in four monitored lots a short walk from the venue. Free lots off Timberloch Place are the local default.
Paid parking is available in an on-site garage near the venue — and note that it is no cash accepted. In fact, the entire Pavilion is a cashless venue: bring a card for parking, concessions, and lawn-chair rentals.
The 90-minute rule. Pavilion event lots open 90 minutes before most performances. Arriving three hours early doesn't secure a better spot — there's nowhere to go yet.
Accessible parking is free on a first-come basis in the Gold Lot (access via Six Pines Drive), with a valid placard or plates. Venue materials describe the lot's position differently in different places, so follow event-night signage and staff direction. Passenger drop-off and pick-up is in front of the North Plaza, via Lake Robbins Drive.
Here is the mistake that costs residents and visitors real money every summer:
Do not park at The Woodlands Mall or Market Street and walk to a Pavilion concert.
Those lots exist for their own customers. Local reports and posted signage warn that vehicles left there by concertgoers risk being towed. The lots are closer, which is exactly why the temptation exists.
If you're going to a show: use the free Pavilion lots off Timberloch Place, or the paid on-site garage. If you're shopping or dining at Market Street or the Mall, park there freely — you're a customer, and that's the whole distinction.
If you're heading to the Riva Row Boat House (2101 Riva Row) for kayaks or paddleboards, the boat house recommends the Green Lot on Riva Row — and parking is free. During major events, boat house staff may contact you with alternative recommendations.
There's also street parking along Riva Row, plus additional free and paid options around the Town Center garage.
The single best parking strategy in Town Center isn't about finding a spot — it's about only finding one once.
The free Town Center Trolley connects The Woodlands Mall, Market Street, Waterway Square, the Pavilion, and Hughes Landing, and in 2025 the Township expanded the route to serve public parking areas near the Pavilion and Riva Row. Park in a free lot, ride free, and don't move the car again.
Trolley hours: Mon–Thu 11 a.m.–9 p.m., Fri–Sat 10 a.m.–10 p.m., Sun noon–7 p.m. Service ends well before most evening concerts let out, so it solves your daytime problem, not your midnight one.
Don't confuse Town Center parking with the Township's commuter Park & Rides (Research Forest, Sterling Ridge, Sawdust). Those are for The Woodlands Express bus, and they have their own rules:
If you leave your car there past gate hours, you're not getting it back that night.
Town Center gets all the attention, but for most residents the daily parking question is about their own street — and that's governed by covenants, not city ordinances. The Woodlands is a special purpose district, so there's no municipal parking code; instead, The Woodlands Township's Covenant Administration Department administers the community's residential standards, and those standards regulate what you can keep in view on your lot.
If you're planning to park a boat, RV, trailer, or commercial vehicle at home, or you're wondering about long-term street parking, don't guess from what a neighbor appears to be doing. Call Covenant Administration at (281) 210-3973 or check the standards for your village — the Neighborhood Criteria vary from village to village, and in a conflict between the Criteria and the general Standards, the Criteria prevail. A five-minute phone call is cheaper than a violation notice.
Is parking free at Market Street? Yes — the garages and designated street spots are free. The 68 metered spots in front of stores are optional and support a rotating local charity.
Is parking free at the Pavilion? Yes — four monitored free lots, including off Timberloch Place. There's also a paid on-site garage (card only).
When do the Pavilion lots open? 90 minutes before most performances.
Can I park at the Mall and walk to a concert? Don't. Signage warns of towing on event nights. Use the free Pavilion lots instead.
Do I need cash? No — and at the Pavilion, cash won't work at all. It's a cashless venue.
Where do I park for kayaking? The Green Lot on Riva Row — free.
Can I leave my car at a Park & Ride overnight? No, not without written permission. Gates run 5 a.m.–9 p.m.
Parking in Town Center is mostly free if you know three rules: use the garages at Market Street, use the Timberloch lots for the Pavilion (and only after they open, 90 minutes before showtime), and never park at the Mall or Market Street for a concert. Then park once, take the free trolley, and leave the car where it is.
Parking arrangements, rates, and event-night policies change and vary by event. Confirm on the venue's event page and follow on-site signage — especially on concert nights, when the rules differ from an ordinary day.
